A Message from Rep. Van Kelly
As I write this report on September 11th 2008. We all can remember where we were when our country was attacked. I was here at the capitol during Veto Session as we are now. We were all glued to the TV’s where we could listen and try to do the business of the state. I want to say how I appreciate all of our young people who have signed up to serve our county after September 11th. Let’s continue to pray for them and support them. On this day several years ago the citizens of our great nation rose to the occasion and proved that what makes America so remarkable is that our capacity to do good will always out match the capacity of others to do evil.
Some of the facts about Veto Session, if any bill is vetoed late in or after the end of a regular session, a veto session is held the Wednesday following the second Monday in September. The governor can veto a bill in full or in part (line-item veto). Governors in al but seven states have this power. The last year the legislative made an attempt to override a veto of a bill was in 2004. The attempt failed. The last successful attempt to override a veto was in 2003, when two House Bills and one Senate Bill were overridden. Those bills were, 24 hour waiting period for abortion, concealed weapon, and rights of political subdivisions to sue gun manufacturers. During the past 20 years, the year with the most vetoed legislation was 1989, when Governor Ashcroft vetoed 23 bills. A 2/3 majority is required to override vetoes. Prior to 1875, a simple majority in the House and Senate was needed.
