Rowland Report 5.7.2015

Greetings from your State Capitol.  Finally quit raining where I could get fertilizer spread this week on our hay fields and pasture.  Grass is sure growing.  Had the Bakersfield 8th grade class along with teachers and sponsors here this week.  Hope they enjoyed the tours around the Capitol and getting to see the working on the floor of the House.  Here is a list of bills passed in the House this week:
HB 1312 Requires the department of economic development to classify tax credits as either directly or indirectly benefiting the state.
HB 375 Changes the laws regarding agriculture.
HB 1039 Allows established political parties to set the filing fee for presidential candidates in an amount up to $10,000.
HB 422 Specifies that boards and commissions under the Division of Professional Registration may issue certain opinions for educational purposes.
HB 658 Allows school districts to develop policies on student recognition for participation in the Constitution Project of the Missouri Supreme Court.
HB 1184 Changes the laws regarding the Farm-to-School Act.
HB 571 Removes the limitation that landlords must only demand a security deposit in an amount less than two months’ rent.
HB 1243 Requires that an applicant for a navigator license must take an exam created by the Department of Insurance and submit to a criminal background check.
HB 1318 Modifies provisions relating to requirements for the operation of a bingo game.
HB 634 Establishes guidelines for the regulation of occupations and professions not regulated by the Division of Professional Registration.
HB 120 Establishes the Password Privacy Protection Act.
HB 844 Modifies provisions relating to construction management.
HB 694 Changes the laws regarding semitrailer registration requirements.
HB 742 Modifies provisions relating to work groups established by the state board of education.
HB 867 Establishes an online survey for the screening of medical students for risk of depression and the reporting of the prevalence of at-risk medical students using nonidentifying aggregate totals.
HB 322 Allows law enforcement agencies to perform a criminal record review for open records for the purpose of hiring any political subdivision employee.
HJR 24 Proposes a constitutional amendment that imposes a 2-term limitation on all statewide elected officials.
HJR 7 Proposes a constitutional amendment that would require any person participating in the management of any bingo game conducted by a service organization to be a member of the organization for 6 months.
HB 202 Prohibits a health insurance plan from requiring an optometrist to provide additional services or materials at a limited or lower fee unless the services are reimbursed as covered services under the contract.
HB 476 Modifies state funding for small school districts.
HB 842 Creates the Division of Alcohol and Tobacco Control Fund for the enforcement of liquor and tobacco laws and directs fees from liquor licenses and permits to the fund.
HB 1023 Specifies school quality indicators that the state board of education must consider when classifying public schools.
HB 627 Authorizes the Manufacturing Infrastructure Investment Act.
HB 389 Requires the Department of Revenue to implement a system enabling certain businesses to pay reoccurring taxes or fees in one transaction per month.
HB 101 Changes the laws regarding sales and use tax exemptions for utilities used or consumed in the preparation of food.
SB 231 Modifies the type of fire extinguishers required for class two motorboats.
SBs 34 & 105 Extends voter registration deadline for certain military and overseas voting.
SB 254 Changes the fund contribution necessary to receive a “God Bless America” motor vehicle license plate.
SB 283 Allows political subdivisions to assign operation of a retirement plan to the Missouri Local Government Employees’ Retirement system.
HB 1048 Authorizes municipalities to use design-build on water and wastewater projects and prohibits the projects from being denied grants based on design-build utilization.
SB 270 Changes the laws regarding unlawful employment or discriminatory practices.
SB 245 Allows counties in which townships have been abolished to continue to collect a property tax for road and bridge purposes for a specified period of time.
SB 282 Requires insurers to mail notices cancelling, refusing to renew, or refusing to issue automobile insurance policies through certain United States postal service methods.
SB 446 Removes additional fee equal to the fee charged for personalized license plates for subsequent sets of special Purple Heart license plates.
SB 456 Modifies provisions relating to the ownership of motor vehicles.
SB 524 Modifies provisions relating to contractual fees charged by certain financial institutions.
SCR 2 Designates the month of November as Pica Awareness Month in Missouri.
HB 513 Changes the laws regarding business filing fees.
HB 565 Establishes the Missouri Course Access Program.
HB 824 Allows a water utility company to terminate water service for non-payment of a bill.
HB 122 Specifies that an individual who is occupying private property under the authority of the property owner must be permitted to use deadly force in certain situations.
HB 479 Exempts data collected by state agencies under the federal Animal Disease Traceability Program from disclosure under Missouri’s Sunshine Law.
HB 612 Creates a class D felony for any person to knowingly deliver or have in his or her possession a two-way telecommunications device in or about the premises of a jail, prison, or correctional center.
HB 530 Prohibits ambulance and fire protection district board members from being hired by the board within twelve months of serving on the board.
HB 1054 Changes the law on school funding so that the exemption from compliance with certain statutes by school districts in the event of withholding of funds by the governor is permanent.
HB 207 Prohibits political subdivisions and state agencies from using automated traffic enforcement systems, subject to approval by Missouri voters.
SB 172 Requires the State Board of Education to establish minimum graduation requirements for a career and technical education high school certificate.
SB 115 Allows taxpayers to seek a refund after the statute of limitations has passed if they amend or the IRS changes their federal return.
SB 244 Creates the Senior Savings Protection Act.
SB 445 Requires owners of a coal-fired electric generating source to develop an ambient air quality monitoring or modeling network.
SB 336 Modifies provision relating to income tax withholdings on employee’s tips.
HB 878 Specifies that the Department of Public Safety must have the authority to commission corporate security advisors and establishes procedures to do so.

I believe all of our schools that were planning trips to the Capitol have been here.  I continue to get to visit with individuals that show up periodically when they are in town for other meetings or events.  We are down to our last two weeks and spending most of our days in session.  We are debating not only our House bills but Senate bills as well.
